Navigating the GSA Schedule System

The GSA Multiple Award Schedules Program is one of the most widely used federal contract vehicles and may also be used by state and local governments to purchase commercial services and products. Speaker and Presenter Information

Jennifer Aubel is a Managing Consultant in Aronson LLC�s Government Contract Consulting Group. She is responsible for leading clients successfully through the GSA lifecycle, from obtaining a new GSA Schedule contract through administering ongoing contracts. She works closely with clients to custom-tailor GSA Schedule solutions that meet current and future organizational needs by developing scope and pricing strategies, maintaining contract compliance, providing audit support, and improving the profitability and versatility of the GSA Schedule contract. Ms. Aubel has over fifteen years experience in the Federal Contracting market, working for both contractors and as a consultant to GSA Schedule contract holders. She is a member of the National Contract Management Association (NCMA) and sits on the Executive Committee of the Washington, DC Chapter. Prior to joining Aronson, she managed a multi-million dollar GSA program with six GSA Schedule contracts with more than 10,000 contract line items. She has also managed a team that developed and delivered specialized training on the GSA Schedules Program to small businesses across the country. Karen Harbaugh is a principal in the Northern Virginia office of Squire Sanders. With 15 years of experience, Ms. Harbaugh began her career in government contracts working in-house for a government contractor where she was responsible for drafting, negotiating and managing contracts, subcontracts, teaming agreements and consulting agreements and otherwise administering prime contracts and subcontracts for the corporation�s hardware maintenance division. Ms. Harbaugh has substantial experience representing and counseling defense industry, government services, intelligence community and high-tech clients at the federal, state and local levels concerning General Services Administration multiple-award schedule contracting matters, security clearances, contract interpretation, Service Contract Act, teaming agreements and subcontracts, contract claims, prime contractor-subcontractor disputes, contract claims, and audits. Ms. Harbaugh has prepared several government contracts compliance programs and related policy and procedures to comply with applicable government contract statutes and regulations, such as the Federal Acquisition Regulation (FAR), the Department of Defense FAR Supplement and other agency FAR supplements. Ms. Harbaugh received her B.A., in 1993 from Murray State University and her J.D., from Oklahoma City University in 1997.
