Emerging Technology: Trends in Digital Modernization

According to Gartner, the major digital modernization trends are aimed at addressing three key priorities: managing risk, rethinking value propositions, and streamlining operations. There are specific types of technology that address each of these; for instance, adaptive security – such as a zero-trust architecture – is central to risk management.

Those priorities are often reflected in the investments being made by the Technology Modernization Fund, such as investing in the Department of Energy’s HR infrastructure to provide users easier access to the modernized HR system, improved data integrity, and reduced time and effort to manage HR functions.

Learning Objectives:

  • Understand the connections between modernizing service delivery and strengthening citizens’ trust in government services
  • Identify the role of digital modernization in improving institutional resilience
  • Outline the role and importance of developing metrics to track improvements in performance across all three priorities

Mini-session 1: Using ITAM & Software Asset Management as a Modernization Catalyst
Beyond traditional inventory management, modern IT asset management (ITAM)-Software Asset Management practices bridge the gap between IT operations and budget oversight, transforming software asset data into actionable intelligence that drives strategic decision-making. This session demonstrates how to position software asset management as a competitive advantage that prevents license sprawl, reduces audit risks, and enables strategic vendor negotiations while actively accelerating modernization initiatives and maximizing return on technology investment.

Mini-session 2: Digital Transformation Through Procedure Management
Government agencies are seeking new software tools to drive operational efficiency. There are multiple data-backed reasons why government agencies should embrace digital transformation through adopting web-based procedure management software, including cost reduction, enhanced data security, and better inter-agency collaboration, to name a few. This session will outline how procedure management simplifies digital transformation through dynamic, user-friendly process control solutions, including role-based signoffs, version control, and a searchable database of as-run procedures, and helps transition away from static, error-prone checklists managed with Microsoft Word, Excel, SharePoint, Confluence, and generic ERP/MES software that has become outdated and inefficient.

Mini-session 3: Conducting Digital Modernization Across the Enterprise
State and local governments are discovering that lasting, sustainable change occurs when digital modernization is approached as a coordinated, enterprise-wide effort—not through isolated, ad-hoc projects that foster silos and compliance risks. This session will explore how intentional strategies can strengthen compliance and elevate service delivery to meet the evolving needs of modern communities.
