Preparing for the New Human Trafficking FAR Regulations

On September 25, 2012, President Obama signed the Executive Order- Strengthening Protections Aganist Trafficking in Persons in Federal Contracts, mandating that federal government contractors take on more to ensure that their companies are assisting in the battle against human trafficking both within their own ranks and also within their supply chains. Like California’s 2010 Transparency in Supply Chains Act, which took effect in January 2012, certain businesses must establish internal standards and assurance programs, employee education and training programs, and assessments and monitoring of subcontractors and external businesses in their supply chain to combat the scourge of human trafficking.

During this 90 minute webinar, Julie Myers Wood, former head of Immigration and Customs Enforcement (ICE) during the Bush Administration will provide an overview of the pertinent components of the Executive Order that will be applied to contractors and their subcontractors. In the ensuing months, while the Administrator for Federal Procurement Policy and the Chief Acquisition Officers for federal agencies work on the implementation of this order, there is much that federal contractors can do to prepare for the rules to be propagated.

Learning Objectives

  • Understand what human trafficking is, the various subsets of trafficking and the scope of the problem.
  • Gain insight from former DHS-ICE leaders and agents who oversaw human trafficking investigations on how to identify potential vulnerabilities within your company and your subcontractors supply chain.
  • Discuss other pertinent laws such as California’s Transparency in Supply Chains Act and lessons leaned from the implementation of those laws.
  • Understand the risk of the non-compliance and the dangers of not creating a robust compliance program.

  • And much, much more!
