In late April 2011, OMB introduced two new forms, the Exhibit 300 (a) and Exhibit 300 (b) which comprise a new model for the Administration's pulse check on investment health and performance.  The Introduction to CPIC and a Review of the Exhibit 300s seminar introduces the changes to the process and introduces the new Exhibits, "Capital Asset Summary and Performance Measurement Report" - the 99% solution. It delves into the monthly reporting requirements which now accompany the annual budget justification and submittal.

The Introduction to CPIC and a Review of the Exhibit 300s seminar will teach you the key tenets behind OMB Circulars and the GAO's Information Technology Guide as requiring the use of CPIC. During this lecture-based and discussion-enriching seminar you will discuss which types of projects are defined as "Major" investments and how the new Administration has changed the way we are gathering, measuring, reporting and monitoring performance via the "IT Dashboard".

We will discuss the requirements and compliance issues surrounding the laws driving and enabling Capital Planning, investment control, performance-based contracting, enterprise architecture and portfolio management. You will learn the importance of establishing and reporting credible cost, schedule and performance data for reporting within the context of demonstrating performance in the Exhibit 300.

Throughout the seminar, we will discuss the common compliance challenges for contractor-led work versus government-led work, which CPIC and Exhibit 300 efforts may be appropriately designated for contractor support versus "inherently governmental" roles, and how tools may support or enhance your CPIC efforts. Day one emphasizes an in-depth review of CPIC tenets and practices, Day 2 reviews the Exhibit 300 forms per the latest A-11 Part 7 requirements line-by-line, question-by-question. Up to four (4) days with Capital Planning Professional (CPP) Certification exam preparation are available through Federal Concierge. This two-day seminar is facilitated by a Capital Planning Professional Certified Instructor. (CPP-I). This course counts towards Federal Acquisition Certification (FAC) electives, the Capital Planning Professional Certification (CPP) application and/ or electives, as well as can be self-reported with the attendance certificate for other professional, project and program management certification continuing education requirements. It represents sixteen (16) Continuous Learning Points (CLPs).

Speaker and Presenter Information

Janelle Hill is presently the President & Lead Consultant of PBSM/Federal Concierge, LLC and Director of the Federal Capital Planning & Investment Control (CPIC) Forum. In these roles, Janelle consults to businesses, contractors and the federal government. Janelle offers more than fourteen years� comprehensive experience in conducting business with and for the government, with a mastery of service specialties that align with Offices of Chief Information Officers (CIOs) and Chief Technology Officers (CTOs). Through Federal Concierge LLC, its alliances and clients, Janelle serves as an advisor and consultant in the arenas of financial analysis, budget preparation, artifact auditing and development and technology investment management in the government. Janelle works directly for CIO Program Management Offices (PMOs); directing and supporting senior management with their portfolio management, information technology (security) and capital planning investment initiatives. Also a published author, Janelle has written extensively for clients and as an advocate for military and special needs families; producing white papers, all facets of proposal support, technical requirements, Capital Asset business case justifications, Capital Portfolio Investment Control documents and a variety of governance documentation products for Congressional reviews.
