Jim Loter, Interim CTO, City of Seattle & Director, Seattle IT Department

Jim Loter is the Interim Chief Technology Officer for the City of Seattle and Director of the Seattle Information Technology Department.

Seattle IT's 650 staff members deliver full-stack IT services and manage IT infrastructure for over 13,000 employees working throughout the City's 40 departments.

Jim's background includes leadership in digital equity and inclusion programs, education and public library technologies, telecommunications policy and regulation, web and application development, enterprise data management and governance, and open data, privacy, and civic technology policy and initiatives. He is also an experienced university instructor and lecturer in IT governance and service management, risk assessment, and public sector technology management.

 

Tarek Tomes, State CIO and Commissioner of Minnesota IT Services (MNIT)

Tarek Tomes serves as the Commissioner of Minnesota IT Services (MNIT) and the State of Minnesota’s Chief Information Officer (CIO), leading state efforts to champion innovative digital government that works for all.

Tomes brings over 25 years of experience in managing technology innovation across diverse industries, both in national, international, and public and private sector operations. Tomes has previously served as the Chief Innovation Officer and former Chief Information Officer at the City of St. Paul, where he was responsible for managing ongoing process improvements, supporting human-centered design, and increasing the overall effectiveness of city services and resources.

His experience also includes six years as an Assistant Commissioner of Minnesota IT Services, where he created several nation-leading Information Technology sourcing agreements for 33,000+ user utility services statewide – including the first cloud-based public sector statewide service offering in the nation.

 

Craig Orgeron — Moderator, Senior Fellow, Center for Digital Government

Dr. Orgeron has extensive information technology experience in both the private sector and the federal and state level of the public sector. Currently, Dr. Orgeron is Professor of Management Information Systems in the Else School of Management at Millsaps College.

After beginning his career as a communications-computer systems officer in the United States Air Force, he served as the Executive Director of the Mississippi Department of Information Technology Services (ITS) and Chief Information Officer for the State of Mississippi. In this role, Dr. Orgeron provided statewide leadership in the provision of services that facilitated cost-effective information processing and telecommunication solutions for Mississippi government agencies and institutions.
