Overview of the Workshop: 

In the current Federal environment of ongoing and pending budget cuts, a Reduction- In-Force (RIF) is fast becoming a looming reality for HR professionals and program executives alike. Many in organizations are likely to see an impact on their workforces arising from not only budget cuts but also from strategies and initiatives launched in response to those budget cuts – (e.g. the new Shared Services initiative).

For the individuals involved – Senior Executives, the Human Resource professionals who must execute the RIF, or the Program RIF official who will work closely with HR and the Program executive, this is not an easy process to carry out:

  • No other management decision is as emotionally and organizationally devastating as advising employees that they are surplus or displaced and involuntarily separated from Federal service;
  • The RIF  poses challenges and concerns for the rest of the workforce who have survived it;
  • Within many Agencies, there is little organizational experience in planning for the avoidance or execution of a RIF.

This workshop will provide lessons learned and best practices from experienced HR and Program executives who will share lessons learned with the government attendees. 

The workshop will provide you with an understanding of the RIF process; its rules, regulations, and procedures (from both the HR and the Program Perspective), and also an overview of what alternate strategies can be implemented to avoid the RIF path altogether. The program will also focus on the emotional impact on those who are separated as well as on those who are retained, regardless of position. Senior Federal officials who have experience in both avoiding and executing a RIF will be on hand to provide their valuable experience and learning.

Guest Speaker: 

Ventris Gibson

Strategic Advisor to Government Executives,
Partnership for Public Service

Ms. Ventris Gibson, a U.S. Navy veteran, is a former Senior Executive and Chief Human Capital Officer (CHCO) with more than 30 years of federal HR experience. She has served as the Deputy Assistant Secretary for Resolution Management and Deputy Assistant Secretary for Human Resources Management at the Department of Veterans Affairs, as well as Assistant Administrator for Human Resource Management for the Federal Aviation Administration. During her tenure at FAA, she led the agency through one of the largest RIFs undertaken in the Federal government. She is currently an Executive Consultant to North Highland and serves as a “Strategic Advisor to Government Executives” through the Partnership for Public Service. She provides advice and assistance to companies and individuals on Federal Human Resources matters to include next generation of workers, employee rights, furloughs, reduction in force, workforce planning, diversity and inclusion, HR metrics and data analysis.
