Maricopa County (AZ) was struggling in managing numerous assessment appeals. The Assessor’s Office was literally moving thousands of pieces of paper from department to department, through several staff including the in-taking clerical staff to appraisal hands, to other clerical hands for entries and back full-circle to the in-taking staff that was to finish the process by mailing out the appeal decisions. Documents were placed in wrong folders, there were folder tracking issues which created problems for last minute work-ups for a hearing on an appeal.
Even with a low percentage of the appeals falling prey to these issues, the appeals were scattered and rounding-up them up was a process which created feelings of frustration, playing the blame game, and overall creating high tension in the office.
Mr. Boisvert will share what Maricopa County developed in order to solve the appeals issues by walking through the analysis of where the appeals management process could be improved including the criteria for a new process system, the defined benefits and the potential risks with change. Modifications and upgrades made which have occurred as the process moved forward over the last three years as well as the next upcoming appeals season will be shared.

David Boisvert was named Chief Appraiser of Maricopa County Arizona in December 2011. He began his appraisal career in 1995 and received his Level 2 Certification from the Arizona Department of Revenue in 1998. David joined the Maricopa County Assessor�s CAMA Division in 2005 and soon thereafter was transferred and promoted as the Land Supervisor and later as the Manager of the Land and Agricultural Division. Authoring numerous training materials and teaching seminars for the Maricopa County Assessor�s Office, David has served on many non-profit boards in Arizona.
