Stan Buch is responsible for implementing transparency, collaboration, and public engagement initiatives throughout the Department. At the Department of Housing and Urban Development (HUD), he served as the liaison to HUD's line-of-business, driving integration between business and IT, and guiding implementation of project management and governance standards. Stan was responsible for leading the implementation of the Department’s American Reinvestment and Recovery Act portal. This initiative was in direct response to President Obama’s mandate for transparency and citizen collaboration. Mr. Buch is also the Program Manager for HUDNet.

U.S. Department of Housing and Urban Development (HUD) has a significant and continuing need for IT services to support the execution of its mission. Currently HUD meets its needs principally through the use of the HUD Information Technology Services (HITS) managed services contracts (C-OPC-22810 and C-OPC-22807). The HITS contracts, awarded to two contractors in January 2005, are hybrid contracts that each include fixed-price and cost-reimbursement contract line item numbers (CLINs). The HITS contracts provide essentially all of HUD’s IT infrastructure, information processing, telecommunications, storage, enterprise middleware, operating systems, end user computing and communications devices (except desktop telephony) and related needs on a nationwide, agency-wide basis, as organized around 24 core functions reflecting HUD’s various service needs. This opportunity is estimated at $650-800M
