IT Transformation Chapter:

Investing in Long Term Modernization to Drive Innovation

Investments in long-term modernization are key to sustaining the drive for innovation across the federal government. Agencies really accelerated their modernization efforts in response to the COVID-19 outbreak. Ongoing dialogue with the Federal CIO Council will help agency leadership come up with new ways to sustain rapid innovation and accelerate digital transformation. Leveraging the Technology Modernization Fund (TMF) and IT working capital funds established by the Modernizing Government Technology Act can help agencies invest in long-term modernization efforts, as opposed to relying on annual appropriations. Funding is just one part of the equation.

People and agile transformation are just as important as technology and agencies will have to incorporate all three functions to develop a digital culture within their organizations. Industry can pay a huge role by showing agencies how private sector best practices and experience can be adapted to drive greater innovation, offering examples from small scale startup innovation and enterprise transformation. Agencies will have to forge new ways of using the workforce, policy, procurement, and technology continue the modernization gains the government achieved over the past several months.

Please join AFCEA Bethesda on September 24th as leading government CIOs discuss how agencies can continue to achieve long term and sustained modernization and digital transformation across government.
