Speakers: Issam M. Saliba � Legal Specialist, Law Library of Congress Mr. Saliba is a member of the Beirut Bar and an associate member of the District of Columbia Bar. Prior to joining the Law Library of Congress as legal specialist on the Middle East and North Africa, he practiced law as trial attorney, corporate counsel, and international legal consultant. Mr. Saliba will discuss issues surrounding the legality of the Special Tribunal for Lebanon, the controversy of its mandate, and the significance of its work for U.S. foreign policy. Mark Perry � Author, Talking with Terrorists: Why America Must Engage with Its Enemies Mr. Perry is a journalist and author who focuses on the U.S. military and the intelligence community and particularly on their engagement with the Middle East.
