Developing Operations and Maintenance Manuals for Dams
This webinar will provide participants with information on the importance of preparing operations and maintenance (O&M) manuals for dams. It will include an overview of some of the key federal agency and state requirements and formats for dam O&M manuals. Operations and maintenance guidelines will be presented for both embankment and concrete dams and key dam appurtenances, such as spillways and outlet works. Many examples will be provided that illustrate the key elements of a comprehensive dam O&M manual including:

Steve is a Principal at W.W. Wheeler and Associates, Inc. and has more than 31 years of experience in the design, construction, evaluation, and operations of dams.
He has worked on more than 300 dam engineering projects in 27 different states. His experience involves evaluation of embankment, rock-fill, timber crib, concrete gravity, roller compacted concrete, and concrete arch dams. He is a FERC-approved PFMA facilitator and has been the FERC-approved Independent Consultant responsible for conducting Part 12 inspections for many high hazard dams. He has prepared dam operations and maintenance manuals for more than 25 dams nationwide and has been responsible for the preparation of more than 100 dam Emergency Action Plans (EAPs) or inundation maps for EAPs. He has conducted numerous training seminars on dam operations and EAP tabletop and functional exercises for dams and is one of the instructors for the ASDSO technical seminar on Interactive Preparedness: Emergency Action Planning for Dam Safety.
