Many universities and research institutions rely on the Fundamental Research Exclusion to perform research activities subject to U.S. export control regulations without a license. However, the exclusion is often misunderstood and improperly applied.

In this webinar, Washington D.C. international trade attorney Matthew Goldstein will provide instruction on proper use of the Fundamental Research Exclusion, to include a discussion on history of the exclusion, differences in scope of the exclusion under the EAR and ITAR, pitfalls that can result in loss of the exclusion, intersections between the exclusion and government funding, and best practices in use of the exclusion. The seminar will also cover changes to scope of the exclusion proposed by the President’s Export Control Reform Initiative.
