Strategic Manpower Planning
Over the past 30 years, the Intelligence Community has gone through several staffing peaks and valleys from the heights of the Cold War, to the peace dividend and associated cuts of the 1990’s, to the rapid expansion of counter-terrorism capabilities in the wake of 9/11, and now the sobering fiscal realities following the global recession that will require significant manpower reductions.
In a dynamic, evolving threat environment, developing a balanced, agile, adaptable workforce is imperative. The Director of National Intelligence has recently released the U.S. Intelligence Community’s “Human Capital Vision 2020” which describes a framework for developing the kind of workforce required to confront the rapidly changing global threat environment.
