The federal government has incorporated very specific legal requirements into every aspect of contracting from the initial budget process through the preliminary acquisition method development, methods of payments, contractor eligibility, prime and subcontracting issues, small business programs and subcontracting issues, communication during the lifecycle of a contract, contractor debarment, protests, debriefings, and ownership.

Heather James Heather A. James is Counsel at Whiteford, Taylor & Preston and head of the firm�s Government Contracts and BRAC practice groups. In her practice, Ms. James has represented clients in a wide range of procurement issues in numerous forums. Ms. James also provides a full range of government contracts advice and representation to companies in a variety of industries. She counsels clients on proposal submissions and certifications, 8(a) and other economic disadvantaged business issues, contract formation, administration and termination issues, data rights and intellectual property matters, organizational conflicts of interest, and GSA schedule issues. Rich Wilkinson Rich Wilkinson is a Director on the Government Contracting & Technology team at Watkins Meegan LLC. He has over 35 years of accounting and government contracting experience, fifteen of which were served at Deltek where he helped build CLARITY � a new Deltek brand in the market intelligence business segment. Mr. Wilkinson is adept at conceptualizing complex issues and systems and breaking them down into consumable pieces. Mr. Wilkinson excels at implementation and management of complex systems, particularly in the area of government contract cost accounting. Karen Williams Ms. Williams has over twenty-five years of government contracting experience and expertise in accounting system implementations and conversions, manufacturing system requirements, cost proposal preparation, indirect rate developments, incurred cost submissions, FAR, CAS, and DCAA requirements. In addition, she has developed knowledge in business process re-engineering as well as requirements analysis. Her expertise also includes accounting and finance policy and procedure creation, training and compliance, and accounting for not-for-profit organizations.When
